SUMMARY

ADRA International is seeking a Commodity Manager for an anticipated USAID/BHA–funded Resilience Food Security Activity (RFSA) in the Democratic Republic of Congo (DRC).  The project aims to reduce and prevent chronic malnutrition in the regions with severe, chronic food insecurity and malnutrition.  For over 20 years, ADRA has implemented relief and development activities in DRC with funding from major international donors, including USAID.  The Commodity Manager will be responsible for the logistical management of commodities for the project.

This position will be based in Kasai Region in DRC. It is contingent upon receipt of funding and requires donor approval.

PRE-REQUISITES

Required

  • Bachelors degree in a relevant area such as supply chain management, food science, etc.
  • Minimum of 7 years of relevant experience.
  • Minimum of 5 years experience in the field
  • Demonstrated extensive experience in managing in-kind food commodity supply chains from origin to distribution points and end recipients in developing countries.
  • Experience maintaining commodity quality and safety
  • Experience managing warehouses, coordinating transportation, monitoring and reporting experience.
  • Experience in Title II programming desired.
  • Actively oversee the engagement with program managers and/or budget holders in procurement plans formulation, reviews, and tracking progress
  • Play an active role in preparing for internal and external audits; ensure recommendations related to logistics and supply chain operations are followed and take all necessary measures to address audit findings.
  • Ensure good communication process and satisfactory levels within the projects
  • Manage the supply sections at coordination level: order processing, procurement, warehouse (log and med), and transport and customs activities
  • Support in the preparation and the submission of timely, accurate and clear donor reports and other reporting requirements
  • Demonstrated ability to network and engage with necessary stakeholders to manage food commodity supply chains.
  • Experience within DRC preferred.
  • Knowledge and familiarity with USAID/BHA funding. 
  • Written and spoken command of English and French languages.
  • Knowledge in Congolese language specific to the region preferred.

RESPONSIBILITIES

  • Manage the timely ordering and delivery of commodities warehouses, distribution sites, other destinations
  • Manage storage and warehousing of commodities as necessary
  • Contribute to budget preparation, monitoring and revision of delivery ensuring adherence to processes and procedures compliant with ADRA
  • Create and manage policies and procedures for commodity management and distribution
  • Manage accounting data quality and integrity
  • Manage the logistics of vendors and other partners including performance monitoring, measurements and reporting
  • Process documentation of logistics operations and take action to resolve operational issues
  • Collect and compile data, produce reports, ensure accurate in systems, recommend any changes or adaptations necessary
  • Liaise with internal and external stakeholders to support the efficient management of commodities and logistics operations for the project
  • Perform other duties as assigned.
